Türkiye’de illerin yönetimine bakıldığında tarım sektörüyle ilişkili birçok kamukurumu, üretici örgütü, özel sektör, meslek kuruluşu ve üretici olduğu görülmektedir.Ancak tüm bu bileşenleri ortak bir paydada buluşturacak ve sektörün öngörülebilirbir planlama içerisinde yönetilmesini sağlayacak etkin bir kurumsal mekanizmabulunmamaktadır. Bu çalışmanın amacı da bu ihtiyacı karşılayacak nitelikte olan İlTarımsal Kalkınma Kurulu’nu önermektir. Bu kurul önerisiyle illerde tarım sektörüyönetimindeki aktörlerin ve süreçlerin daha iyi anlaşılması, tarım politikalarınıntasarımı ve uygulanmasının nasıl iyileştirilebileceği hedeflenmektedir. Araştırmadaİl Tarımsal Kalkınma Kurulu’nun neden gerekli olduğu ve bu kurulun işlevinin neolacağına yönelik sorulara cevap aranmaktadır. Çalışma, illerde tarım sektörüyönetiminin iyileştirilmesi için sistematik bir çalışma olmadığından keşfedici araştırmaniteliğinde olup, literatür taramasına dayanmaktadır. Araştırma sonucunda, mevcutdurumda illerde tarım sektörünü yönetecek etkin bir kurumsal mekanizmanın olmadığıortaya konulmuş ve il tarımsal kalkınma kuruluna duyulan ihtiyaç tespit edilmiştir.Önerilen kurulun kurumsallaşması için ise belediyelerin il tarımsal kalkınma kurulutoplantılarına ev sahipliği yapması ve bu süreci sahiplenmesi gerektiği belirtilmiştir
Considering the provincial administrations in Turkey, there are many public institutions, producer organizations, private sector, professional organizations, and producers related to the agricultural sector. However, there is currently no institutionalized mechanism for gathering these shareholders. Within this scope, the aim of this study is to propose the Provincial Agricultural Development Board, which is capable of meeting this need. This board proposal, it is aimed to better understand the actors and processes in the administration of the agricultural sector in provinces and how to improve the design and implementation of agricultural policies. The study tries to give answers to questions about why the provincial agricultural development board is necessary and what the function of the board is. The study is exploratory research based on a literature review. Because there is no systematic study to improve the administration of the agriculture sector in provinces. Consequently, it has been determined that there is no effective institutional mechanism to administer the agricultural sector in provinces. For the proposed board to be institutionalized, it has been specified that municipalities should own this process and host board meetings.
