Bu çalışmanın amacı, 19. yüzyıl Osmanlı İm-
paratorluğu’nda ticaretin serbest bırakılmasını
savunan liberal iktisat yanlısı düşünürler ile eko-
nomide himayeci/korumacı bir politika güdülme-
sini savunan düşünürlerin perspektifinden, güm-
rük politikası ve gümrük resmi/vergisinin politik
ekonomideki zihniyet yansımaları hakkında bir
tasvir çizmektir. Çalışmada elde edilen temel bul-
guların; ekonomik anlamda “ticaret serbestisi”
ve “himayecilik” biçiminde iki kutba ayrılmış bir
zihniyet dünyasının teşekkülü, serbesti yanlıla-
rının Adam Smith’in açtığı “laissez faire, laissez
passer” rotasını izleyerek ticaretin tamamında
kayıtsız, şartsız ve denetimden mücerret bir ha-
reketliliği savundukları, bu bağlamda gümrük
resmi gibi uygulamaların ticareti baltalayan ve
teşebbüs hürriyetini kısıtlayan zararlı bir engel olarak gördükleri saptanmıştır. Himaye yanlıları-
nın ise, gelişim aşamasındaki bir sanayi dalının ilk
başta gümrük uygulaması ile geçici bir süreliği-
ne korunması gerektiği, diğer ülkeler ile iktisadi
anlamda rekabet gücüne erişene değin koruma-
cı politikaların gümrük resmi vasıtası ile devam
etmesi gerektiği, bunun zaruri olduğu, korunan
sanayi kesiminin serpilmesi ve güçlenmesinden
sonra gümrük resminin peyderpey kaldırılmasını
savundukları tespit edilmiştir.
his study aims to describe the reflections
of customs policy and customs duty in political
economy from the perspective of liberal
economists who advocated the liberalisation of
trade in the 19th Century in the Ottoman Empire
and those who supported a protective policy in
the economy. The main findings obtained in the
study as follows: there were two basic views
as “trade freedom” and “protectionism” in the
economic sense. Supporters of liberalism,
following the “laissez-faire, laissez-passer”
route opened by Adam Smith, advocated
unconditional and unsupervised mobility in all
trade. In this context, it has been determined that
liberals consider practices such as customs duty
as a dangerous obstacle that undermines trade
and restricts freedom of enterprise. On the other
hand, the supporters of protectionism thought
that a branch of industry in the development
process should be protected temporarily with
customs enforcement at first. They believed it
was essential that protectionist policies continue
through customs until they reach economic
competitiveness with other countries. They
advocated the gradual abolition of customs duty
after the development and strengthening of the
protected industrial sector.
